Deactive user accounts before activating user accounts #10
Description
Story:
As a user, I would like the Provisioning tool be able to deactivate accounts first in order to free up licenses before trying to activate users.
Scenario:
When user licenses are used up, the user would need to do consecutive runs of the Provisioning tool to activate V1 users: first run fails to activate some users but frees up licenses, and the second run finally finishes off the job to activate remaining users.
