SVG's stylesheet not included

The issue was encountered here:

The SVG files, included in the spec, are included in echidna.tar, but the common stylesheet (figure.css) used by these SVG files, is not.
And then specberus complains line 750.

Is there anything (manifest file or something) that we can do to instuct spec-prod to include this file?

Might need a layer in the package that monitors network requests as well, as this stylesheet in SVG will be hard to capture otherwise, unless we recursively fetch all documents.
