Transition from the WebMCP explainer to a Community Group spec draft

RESOLUTION: The group will transition from the WebMCP explainer to a Community Group spec draft stage using the existing explainer, proposal and other supplementary documentation in the repo as the basis.

We will use this meta-issue to track this transition and to discuss the v1/v2 spec split.
