Add Remove Block Before / After a Specific Block

At the moment, a block is always ended to the end of a repeater, which can be cumbersome if there are many blocks in the repeater and the new block does not go to the very end.
In a repeater of blocks, it would therefore be really great to have buttons per block that allows the user to create a new block before or after that specific block.

You can always collapse all the blocks at once by holding down CTRL or CMD when clicking the expand or collapse arrows and then reorder them easier that way. Longer term I'd like to move away from the Repeater interface and move more towards something like the Offline Boxes plugin.
