Local History Service - Max File Size and MQTT Reporting

Dear All:

Small inquiry regarding two features we thought might be useful to have:

• Routinely publishing metrics via MQTT about the network (e.g. number of messages)
• Setting Max File Size, such that if there is a sudden boom of traffic, we don't save too many messages locally
• Splitting saved files to several smaller files. Setting a Max Individual File Size, and splitting messages per day into smaller files. Like this gateways in places with little internet connectivity can transfer the files more easily.

We implemented these features in our own fork for internal use, and if these features are deemed helpful - would love to contribute them upstream.
