OSA agent in Malta does not give relevant dialogue

I missed the door the first time I went to Malta.

When I went to Malta for a second time (MALTA_2), I went through the door. After a very long load where I wasn't sure what was happening and pressed the 'Use' key multiple times, eventually the screen faded to black.

The Steam achievement successfully triggered at this point.
When the screen appeared, the OSA agent simply said he has nothing more to say to me and canned/repeatable lines like that. So I never got to hear his main dialogue
