Syntax highlighting does not support PHP 8.4 property hooks

PHP 8.4 property hooks don't seem to be highlighted correctly (Note the weirdly highlighted ->where).

This is fixed by updating the php grammar from v22.1 here:

I just merged Caleb's fix, so this should be good to go. If you need any other updates to get this working in Zed, please let me know.

I ended up spending the morning learning tree-sitter and managed to get php and phpdoc updated to the latest versions without errors.
