This is purely cosmetic, removing extraneous blank lines as suggested by @vaitkus in #7 prior to addressing the semantic checks raised by the CIFSyntaxandStyleCheck action.
I'll look at these in a subsequent PR, but am aware that the SU items will need careful consideration owing to issue #2.
I'll sort these out first, then review the whole dictionary (that may a better point to reflow text blocks to make them easier to read).
