Fake YOLO Customizability

Add parameters for Fake YOLO so we can customize its detentions on a per camera basis.

We want to customize:

• Distance detentions start at
• Frequency of detentions (Allow equation to control this based on distance?)
• False detentions of particular classes with some frequency
