Fix for issue: MMENG-4486
It failed to clear the brewBuildInfo cache via REST api, and instead we have to restart indy service to make it working. The fix keeps using the same way to get the cache like: https://github.com/Commonjava/indy/blob/indy-parent-3.5.0/addons/koji/common/src/main/java/org/commonjava/indy/koji/content/IndyKojiContentProvider.java#L273.
Since indy has a Map to maintain the created caches.
