This switches away from a popup, in favour of a hidden element, as per the current Cornell University version.

These changes include those by @xtrasimplicity for Drupal 9, but take it a step further and make it work with Drupal 11. Most notably it updates the Bootstrap library to the latest version that works with jQuery.
