Add stormtyper scripts and notebook

This PR adds a storm typing module with the following:

• Script to create random dates from top events from each year
• Scripts for pulling data from CONUS404
• Plotting functions
• Interactive notebook template
• Script to run interactive notebook for each desired storm date
• Results notebook with html links to typed storm files

@sray014 I am looking at PRs which are open for this repo, is this still something which you think needs to be added to the repo? If so, could you give me an overview of how a user would use the scripts that you add in this PR?
