This definitely seems like a good idea! I haven't tested it and I can't merge things in this repo so someone else will need to have a look and approve it. I think this is shared between GDA DAWN and scanning so I guess all need testing somehow.

This repo should be long dead. We moved all the scanning stuff to eclipse/scanning. If others are building against this, it's a bad thing. Does eclipse/scanning also contain these jars? That seems like the more appropriate place for this PR.

No.

That seems like the more appropriate place for this PR.

It doesn't have the ActiveMQ project (and probably can't), so it isn't.

As well as speeding up the server build, it also reduces the size of the built server by about 10% (down from 311 MB to 279 MB, for me).
