Use aerosol hygroscopicities read from physprops files rather than hard coded values

closes #1453

@fvitt - @adamrher indicated these changes need to go into the upcoming CESM alpha tag. Is this PR ready to go? If so, I can work on the regression testing/tagging since you will be on PTO.

@cacraigucar I just realized another change is needed. So it is not quite ready.
