Correct file names and header for messages file.
Update civil_parish_names if empty and cp links exist (in UPDATE mode).

Finalise PARMS for Scotland - checks input CSV file off Scottish params against existing fc2 Piece records and reports on issues. Run in Update mode to make the changes that it can otherwise Rin in REVIEW mode to just report.
Produces log file, 1841_Scotland_PARMS_missing_place_names.txt (which lists fc2 Places records that need to be created manually) and 1841_Scotland_PARMS_finalize_messages.csv with the run messages against each input record identifier.
Example rake:
Parameters: Mode - (anything but UPDATE will be review only)
Limit - max number of records to process
Input file name - excluding the .csv extension - file needs to be in Rails source tmp folder
