This PR does two things, it introduces the full HWSDv2 soil preprocessing workflow (STEP1–STEP5) and updates raster BCS processing to enable use of only GPA22 peat fractions and no HWSD blending in SoilProperties generation. This allows consistent generation of SoilProperties tiles with explicit peat handling and without reliance on legacy HWSD land masks.

Includes:
STEP1–STEP4 processing (R / Python / Fortran)
STEP5 IDL tile generation (noMASK mode)
QA and audit utilities (STATSGO comparison, plotting, tile checks)
README documenting code sequence and usage

The pipeline (more details in README):
Uses HWSDv2 + NGDC + STATSGO2 inputs
Determines soil validity directly from data presence
Performs horizontal gap filling within valid tile domains
Writes 36×18 BCS SoilProperties tiles to NetCDF

NOTE:
We will use new set with BCS v15

This PR is zero diff trivial for GCM since all is preprocessing for BCS.

@gmao-rreichle I've tested with last commit BCS for v12 EASE M36 vs what is on develop now is zero diff and new ones are doing what they suppose to. So backward compatibility is preserved.
