This PR does two things, it introduces the full
HWSDv2soil preprocessing workflow (STEP1–STEP5) and updates raster BCS processing to enable use of only GPA22 peat fractions and no HWSD blending in SoilProperties generation. This allows consistent generation of SoilProperties tiles with explicit peat handling and without reliance on legacy HWSD land masks.Includes:
