Thanks Mike. But work is already in progress towards this goal, including these changes and others, on the 3.0.0-alpha branch. We just need to organise a few things to publish v2.4.0 onto PyPi. After that I'll merge that branch into master. |

Rebased to 3.0.0-alpha, and merged into that branch. |

This PR shifts this project to support Python 3.9+. It also moves the project metadata to pyproject.toml to embrace PEP 621, as supported by setuptools. An optional "test" extra dependency is added. Several files like setup.py and .cfg can be cleaned up.
I'm keeping Python code changes out of this PR, to be done next.
