This pull request updates the google-auth dependency to version 2.46.0. This is a minor version bump that includes bug fixes and is safe to merge.

While reviewing the code, I noticed a critical issue in a related file that will cause your build to fail. In vpc-sample/Dockerfile, the base image is set to FROM python:3.14-slim. This image does not exist, as Python 3.14 has not been released. You should update this to a valid and existing Python image tag, for example python:3.11-slim, which would also align with the python311 runtime specified in tests.cloudbuild.yaml.
