google patch[deps]: fix release-2.45.3-gmp vulnerabilities

Trying #271 with less changes and different fix to nodejs image.

Eventually I had to:

• Port nodejs asset building from https://github.com/GoogleCloudPlatform/prometheus/blob/release-2.53.5-gmp/Dockerfile.google#L7
• Ensure CI builds correct Dockerfile (.google one matters). Removed other one as it's not used.
• Fix vet issue given we switch go.mod to 1.24 (we already use 1.24)
