v0.2.0-beta

This is initial release of DiskLibrary, new project for loading data from old CDs/DVDs. In this release I am introducing new file formar DLCF (DiskLibrary Config File) and its parser, which will be used in main program. Next time, I will introduce documentation for the parser.
