Summary

Adds notable changes since v0.0.1 to the Unreleased section of CHANGELOG.md.

Added CI workflow (ci.yml) with Python lint; required check = build.
Added release workflow (release.yml) with prerelease tags + auto-notes.
Added issue/PR templates and SECURITY.md baseline.
Updated branch protection rules and README.
Fixed minor typos in CODEOWNERS/CONTRIBUTING.
