Resolves #232

This PR automates releases as described here:

Set up git cliff.
Adjust the release pipeline to run continuously and use git cliff

I'm using this release pipeline as a reference.

I don't have time for this, and since we already have a process that we run sporadically, I think we can continue with that for the time being.
