Add report system: players can submit location-based reports

Integrates a reporting system allowing players to submit reports with reasons, timestamps, and current location. Admins can view open reports, spectate the reported locations, and resolve issues directly via commands or UI. Includes cooldown, permissions, and persistence layer.

Hey, @Reapply -- thanks for your patience, finally doing some housekeeping here.

We've discussed with our dev team and decided that although we can see some servers' desire for this feature, it would be better provided by a system separate from AdminToolbox itself, which tries to provide more lightweight on-demand moderation tools and not a comprehensive moderation system.
