#3658 edit ruleset page add rule modal

Changes

• Rough draft of add rule modal has been added (kinda works but not really)

Notes

• There's a lot to unravel with this one lol

Screenshots

Rule Code and Rule Content boxes show an error message if either are blank

Adding a rule under a specific rule section isn't working quite right currently

To Do

• Fix styling to better align with Figma design
• Figure out why rule isn't being added to the right rule section
