[SC-131802]

Add deprecation warnings for the V1 tenant variable endpoints. While these endpoints remain available for most customers, they are disabled when any of the following circumstances exist:

  • Unscoped project tenant variables
  • Multiply scoped project tenant variables
  • Scoped common tenant variables

By beginning the process of deprecating these endpoints in the Go Client, we can reduce the impact on our customers as they begin to use the new scoped tenant variable feature. Note - these endpoints are not yet deprecated on Octopus Server

We've discussed deprecating in 2027.1 - should I go ahead and commit to that here, or leave it open for now?
