Adjusts the prerelease job gating logic so it can be run via manual dispatch in addition to successful workflow_run executions tied to PR builds.
Changes:
- Updated the
jobs.prerelease.ifexpression to explicitly allowworkflow_dispatch. - Kept the
workflow_runpath restricted to successful runs triggered bypull_request.

Refactor job if: condition to make manual triggers explicit and safe.
This prevents skipped jobs due to undefined workflow_run context while keeping the same behavior for workflow_dispatch and successful PR workflow runs.
