We are using x-gha binary cache provider for vcpkg.
microsoft/vcpkg-tool#1662 removed it, so we actually don't have any caching for vcpkg.
OpenTTD/actions#108 added
setup-vcpkgaction to install vcpkg and configure its binary caching.Use the new action in our workflows.
Also updated version for other actions.
