ROU-12006: Fixed BottomSheet misbehave combined with PullToRefresh

This PR is to solve a misbehave between PullToRefresh and BottomSheet

What was happening

• When a user was pulling to request the bottom sheet appeared at the end of the screen. Furthermore if the user triggered the bottom sheet to open the screen would flicker.

What was done

• Some CSS was added to hide the bottom sheet when a pull to request is occurring except if user triggers the bottom sheet to open

Test Steps

1. Open the sample page
2. Pull to request
3. Quickly navigate to the end of the page
4. Validate that the bottom bheet does not appear
5. Pull to request
6. Quickly open the bottom sheet
7. Validate that the screen does not flicker
