ROU-12487: Fixed submenu hover focus behaviour

This PR is to fix the submenu focus behaviour on hover

What was happening

• When a submenu with the open on hover option was hovered the submenu title would get on focus with the focus outline. Furthermore once the user stopped hovering the menu the next element would be automatically focused.

What was done

• A validation was added to the Submenu to verify whether the OpenOnHover option is disabled before putting the menu tile in focus, as well as to store and restore the focus after leaving the menu.

Test Steps

1. Open the sample page
2. Hover the menu with the OpenOnHover option enabled
3. Validate that the menu title did not present the on focus outline
4. Validate that after leaving the menu the next item is not on focus displaing the message "SKIP TO CONTENT (PRESS ENTER)"
