This pull request makes a small configuration improvement to the Dependabot settings. Dependabot will now automatically apply the
dependenciesandgithub-actionslabels to its pull requests for GitHub Actions updates.dependenciesandgithub-actionslabels to Dependabot PRs for GitHub Actions updates in.github/dependabot.yml.
