Replace parts of DocC in SpecificationCore

- Added comprehensive planning document to INPROGRESS
  - 5-phase implementation plan (audit, setup, migration, tutorials, cleanup)
  - Detailed file lists: 26+ articles, 3+ tutorials to create
  - Success criteria and validation strategy
- Created PRD for feature requirements
  - Problem statement and goals (discoverability, organization, learning paths)
  - Functional requirements (catalog, articles, tutorials, cleanup)
  - User stories for Core-only developers, migrating developers, API explorers
  - Risk assessment and mitigation strategies
- Updated global TODO with P1 task in Documentation section
- Created summary report with key findings and next steps
- Identified dependencies and success criteria

What was analyzed:
- SpecificationCore separation completion (26+ types migrated)
- Existing SpecificationKit DocC (14 articles, 3 tutorials)
- Core vs Kit component categorization
- Documentation patterns and structure

Scope: Medium (2-3 days)
Priority: P1 - Critical for Core package usability

Ready for selection and implementation via START.md
Selected DocC documentation migration as next task following SELECT_NEXT.md workflow.

Selection rationale:
- Only P1 item in backlog (highest priority)
- Complete planning artifacts (3 documents, 883 lines)
- All dependencies satisfied (SpecificationCore exists and builds)
- Critical for Core package adoption and discoverability
- No blockers, ready to start immediately

Task scope:
- Create Documentation.docc in SpecificationCore
- Migrate/create 26+ article files for Core types
- Create 3+ Core-focused tutorials
- Remove Core docs from SpecificationKit
- Update cross-package references

Estimated effort: 2-3 days (30 hours)
Risk level: Low (documentation-only, no code changes)

Evaluated alternatives:
- GitHub Actions workflow: No planning, lower priority
- DocC target setup: Optional, may be redundant
- Benchmark baselines: Blocked on macOS hardware

- Created Documentation.docc directory structure
- Created Resources/ and Tutorials/ subdirectories
- Wrote SpecificationCore.md landing page (120 lines)
  - Overview of Core vs Kit distinction
  - 4 quick start code examples
  - Complete Topics hierarchy (8 sections)
  - Cross-references to SpecificationKit

  • Remaining: 26 articles + 3 tutorials (~24 hours)
