Refactor submission page

Improve the layout.
Things that are still broken: Overwrite, switching between creation and selection tabs clears selections and description text etc

The header of the page should not be removed. (The part with the logo and "Tell us about your submission. SynBioHub organizes your uploads into collections. Parts can be uploaded into an existing or new collection."

The collection interface is also unnecessarily long, it should be shortened when the user does not have a lot of collections to choose from (otherwise it is just a bunch of white space that the user has to scroll past to get to the submit button)

If a new collection is created the webpage should automatically switch the user to the tab to select it, or some other similar logic. Right now it is not necessarily clear that a new collection was actually created because the form loads then clears with no other indicator of success
