Added new script eigenstrat_rename_snps.py to rename the SNPs of a dataset based on the names in another dataset.

eigenstrat_snp_coverage.py and eigenstrat_database_tools no longer accept inputs as a prefix and suffix, but instead take explicit paths to the input geno, snp and ind files.

Backend update to the way input eigenstrat files are validated for eigenstrat_database_tools.
