Sections add actionrow

Progress made on Specs so far:

• Each row in the students table now has a context that manages an editable state: this state is used to toggle between displaying the sections as badges or a multimodal select in sections column.
  • This state is currently toggled using a newly added action column.
• Still needs to be polished up UI wise and integrated with the backend update-sections endpoint so that it actually works.
• students-sections-select.tsx is fancy multimodal based on approach recommended in specs
  • can be reworked to be a generic UI component in the future.
