Feature: STEBBS profiles for Heating and Cooling setpoints, Appliance and Occupants

This PR extends HeatingSetpointTemperature and CoolingSetpointTemperature to accept profiles.

DONE:

• Extended logics in data_model for HeatingSetpointTemperature mimicking human_activity.py cases
• Add CoolingSetpointTemperature case
• Add new ApplianceProfile and OccupantsProfile

TODO:

• Extend related Fortran Code
• Test a run with new profiles
• Extend validator related logics (STEBBS nullification, STEBBS checks, etc.)
• Extend suite of tests to cover the new feature
