Removed healthcheck and startup completion file from startup-data-loader. Updated Telegraf service to use a simplified depends_on and command structure, ensuring can_metrics.out is created before Telegraf starts. Improved messaging for telegraf input file creation.
Introduces BACKFILL mode to the startup data loader, allowing direct bulk writes to InfluxDB for faster data import. Updates docker-compose to enable BACKFILL via environment variable and refactors the loader to support both Telegraf file output and InfluxDB direct write modes.
