refactored startup-data-loader
Changed the default InfluxDB admin token from 'dev-influxdb-admin-token' to 'apiv3_dev-influxdb-admin-token' in .env.example and docker-compose.yml. Updated all related environment variable references to ensure consistency across services.
Introduces dev-utils/data-generator.py to create realistic CAN CSV data for testing. Updates .env.example and load_data.py to use the correct InfluxDB v3 admin token format and provides clarifying comments for token usage.
