What does this PR do?

This PR adds a Code of Conduct section to the CONTRIBUTING.md file.

Why is this change needed?

The project is designed for first-time contributors, and adding a Code of Conduct helps:

Set clear expectations for respectful and inclusive behavior
Create a welcoming environment for new contributors
Align the project with common open-source best practices

What was added?

A new "Code of Conduct" section outlining expected behavior
