RUP-515
Funcionalidad desarrollada
1- Los registro ya cargados con otro usuario no se deberían modificar
2- Los registro ya cargados deben seguir manteniendo los datos de auditoria (datos de creación y actualización).
3- Los nuevos registros deben quedar con los datos de auditoría del usuario que registró.
4 -La validación se genera con el ultimo usuario que valide.
5 -Agregar un nuevo item "Profesional/es que registra/n" donde deberían listarse todos los profesionales que cargaron registros.
