Accumulo Proxy is now able to build when depending on Accumulo 2.1.3
Update to newest accumulo

@Kidcredible300 now that 2.1.4 is released this should build. However I can not see a way to make github actions rerun this build. Can you push a commit to this branch? Could be any change, could make two commits locally one to add some white space and a second to remove it and push those. Hoping new commits will allow me to run github actions. |

While Accumulo is being updated to 2.1.4, this Pull Request will work on updating the Accumulo Proxy to work with it.
