[improve][cli] Add client side looping in "pulsar-admin topics analyze-backlog" cli to avoid potential HTTP call timeout

Use client-side looping instead of increasing broker settings to avoid potential HTTP call timeout in "pulsar-admin topics analyze-backlog" cli.

Modifications

Add client-side looping, add test.
