Code Review

This pull request correctly fixes a typo in the MSVC-specific pragma directives within include/tvm/runtime/logging.h. The original #pragma disagnostic was incorrect due to a typo and was also the wrong pragma for MSVC. The change to #pragma warning is the correct syntax for the Microsoft C++ compiler.
