refactor: resolve all SonarCloud issues (file: github-action/lib/bump-action-version.js)

Summary

This PR refactors github-action/lib/bump-action-version.js to address all SonarCloud-reported code quality issues and modernize Node.js imports.

Changes

• Replaced String.prototype.replace() with replaceAll() to explicitly handle global string replacements and satisfy SonarCloud recommendations.

• Updated Node.js built-in imports:

  • fs -> node:fs
  • path -> node:path
