Micn/smart diffs

adds "smart diff" which searches path for goose or claude, and analyses diff (and caches description) to provide toggle-able view:

and has a new target that can sign and notarize builds (and I Have one that is signed I could share)

i like this a lot. i want to explore a bit the interface and when to show these. maybe like a hover state for example? or a

super powerful if it is also instructed to spot bugs. i like the idea that you can kind of outsource to it if the function does what it says it does, and you just focus on if the higher level composition is right

if you have some time to pair on this for frontend treatment (or i can take a stab)

@baxen yeah will pick a time, as I think a few ways to wire it in (and yeah not just diffs, but can take into account if you have touched the code before etc - if the PR is asking you for review and many factors) and can also talk through visual options? (I have thought about hover thing where you can quickly look at either, or a feed of changes and you click in when you need).
