📔 Objective

Change:
Adding a README in .github/workflows to reference other templates.

Purpose:
Currently the templates in this repository make sense to include here as they should be included in all new repositories.
However, additional templates can be useful for pointing repository authors to existing workflow support.
By including a reference to those without including the workflows themselves allows the repository authors to selectively add workflows as necessary without requiring cleanup effort.
This also offloads CODEOWNER reviews to the maintainers of the referenced repository for those specific templates.

📓 Marking as hold since the template folder being referenced here is still being created, so the linked address doesn't exist yet.
