Update on-tag.yml

The main changes are:

1. Added fail-fast: false to the strategy to ensure one job failure doesn't stop others
2. Modified runs-on to use a conditional that falls back to ubuntu-latest if self-hosted runners are unavailable
3. Added a concurrency group to prevent multiple simultaneous runs of the same workflow
4. Keep the existing timeout of 120 minutes
