1. release-please 17.1.0 contains support for skip-changelog, but release-please-action is still using an older one: fix: bump release-please from 16.18.0 to 17.1.1 googleapis/release-please-action#1123.
   EDIT: posted fix: bump release-please to 17.1.2 & nock to 14.0.10 googleapis/release-please-action#1132.
2. It would also be great if we could have separate prs_created & prs_updated outputs. (to make it draft)
3. Or draft input, ref. Using draft: true causes release-pr to fail to find the previous release. googleapis/release-please#1650
