Improve transfer flow handling and monorepo test tooling
Summary
The transfer command now maintains a single stream encoder and processes transfer events sequentially, acknowledging the init event with an empty JSON response before handling upload, download, and terminate events in order. Concurrent worker pools are no longer used, so
concurrenttransfersfrom the init payload is currently ignored by the custom transfer implementation.
