This PR fixes an issue where requesting for storage of an encoded dataset causes double-encoding.
Instead, when storage is requested for an encoded dataset, the node will error unless the provided durability parameters match the parameters of the encoded dataset. In that case, a new storage request contract is posted on-chain. This allows users to create storage request contracts for already-running contracts, effectively extending/renewing those contracts.
