I tested this out myself and validated the description of the problem in the issue. I don't really see any problems with disabling this section of code, so I will go ahead and approve this.

I don't have time or disk space to install EZ2 to fix the values, so just ignore the whole check.
I updated the csgo hud on workshop for 1.8.1, you should be able to install it and see the effect of
m_bUnableToFirein an APC.
